This work is part of the http://icoper.org project. iCoper is an eContentPlus action of the EU focused around standards for interoperability for sharing learning materials.

There are many standards in the field of learning: around objects, around syndication and search, and even to help define the key features of portfolios and assessment. iCoper is building a reference model to help to bring these standards together and capture the best practice of our diverse community in the use of these standards - to make better learning! Sadly, there are few standards which help learning institutions (and now learners themselves, perhaps) to create content that is then more easily reused by others, or in different learning context. The work discussed here is focused on capturing the best practices of our community to support Content Development and Reuse (CDfR).

[edit] 1 Supporting Content Development for Reuse

Task 4.1: Pan-Network Survey of Content-Development Methodologies to conclude to best practices of developing educational resources open for remixing and repurposing, tailored to the European dimension. A special emphasis will be put on the adoption of quality standards in the area of elearning such as ISO/IEC 19796-1:2005 (Information technology for learning, education and training - quality management, assurance and metrics). .

Task 4.2: Quality control and Web 2.0 technologies with a special emphasis on the report of standards and specifications (see also Section 8.2): perspectives on maintaining repository integrity – for example under the condition of developing multilingual content - and quality control for closed and open approaches. Understanding the different technical platforms used by the best practice network for quality control and efficient community reuse. Investigating the tools and effective procedures for content delivery, platform-user interaction and user/community support and fostering.

Task 4.3: Develop and maintain a content development and dynamic reuse innovations space with respect to layered and complex new media objects resulting in an ICOPER Special Interest Group on the most innovative practices in our content development and reuse community; from video blogging instant content updates to turning live events into quality content open for reuse.

[edit] 2 Weak Signals Collection and analysis

ICOPER is collecting weak signals to assess the effectiveness and the desirability of scenarios in terms of stakeholder’s goals, helping us to make strategic decisions about the scenarios effectiveness (Are we targeting the right goals?).
